UNFCCC Publishes Views on REDD+

The UNFCCC Secretariat has released a compilation of 11 views presented by parties (FCCC/SB/2013/MISC.3) on issues related to activities described in paragraph 70 of decision 1/CP.16 (Reducing emissions from deforestation and forest degradation in developing countries, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries- REDD+).

Three submissions from NGOs were posted on the UNFCCC website.

UNFCCC26 April 2013: The UNFCCC Secretariat has released a compilation of 11 views presented by parties (FCCC/SB/2013/MISC.3) on issues related to activities described in paragraph 70 of decision 1/CP.16 (Reducing emissions from deforestation and forest degradation in developing countries, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries- REDD+). Three submissions from NGOs were posted on the UNFCCC website.

The submissions were presented upon a request by the 18th session of the Conference of the Parties (COP 18) to parties to present submissions on the need to improve the coordination of support for the implementation of REDD+ activities, including financial resources and technical and technological support, and to consider “institutional arrangements or potential governance alternatives including a body, a board or a committee.”

The submissions are from: Bangladesh, Belize, Chad, Congo, Costa Rica, Côte d’Ivoire, the Democratic Republic of the Congo (DRC), the Dominican Republic, Fiji, Gabon, Ghana, Guatemala, Guyana, Honduras, Kenya, Nigeria, Panama, Papua New Guinea, Solomon Islands, Suriname, Uganda and Viet Nam; Bolivia; Chad, on behalf of Burundi, Cameroon, the Central African Republic, Chad, Congo, DRC, Equatorial Guinea, Gabon, Rwanda, and São Tomé and Príncipe; Chile; Indonesia; Indonesia, on behalf of Brunei Darussalam, Cambodia, Indonesia, the Lao People’s Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam; Ireland and the European Commission on behalf of the EU and its member States; Nepal, on behalf of the least developed countries (LDCs); Pakistan; Switzerland and Mexico; and the US.

The submissions contain a variety of views that range from supporting the creation of a REDD+ committee to work under the authority of the COP, to affirming that no REDD+ governing body is needed. Some countries consider that it is premature to hold a discussion on a governing body for REDD+.

The document is expected to contribute to discussions to be held under the item on “coordination of support for the implementation of activities in relation to mitigation actions in the forest sector by developing countries, including institutional arrangements,” which is included in the provisional agenda of the 38th session of the subsidiary bodies (SBs 38) to be held from 3-14 June in Bonn, Germany.

The three submissions from NGOs are from: the Climate Action Network International (CAN-I); the Environmental Defense Fund (EDF), the Union of Concerned Scientists (UCS), the Rainforest Alliance (RA), Woods Hole Research Center (WHRC), the National Wildlife Federation (NWF), the Wildlife Conservation Society (WCS), and The Nature Conservancy; and the International Emissions Trading Association (IETA).
