In preparation for the July session of the UN High-level Political Forum on Sustainable Development (HLPF), the UN Secretariat issued a progress report on the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), prepared by the UN Environment Programme (UNEP). The report updates on progress in 10YFP implementation achieved in 2025 and presents key messages for decision makers.

Dated 24 April 2026, the ‘Progress Report on the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns’ (E/2026/60) builds on an annual reporting mechanism for Member States and stakeholders covering the period from January to December 2025.

The report notes that, as part of the efforts to accelerate the shift to sustainable consumption and production (SCP) at the national and global levels, a total of 616 SCP policy instruments had been reported by 76 Member States and the EU. Of these, 86 were newly introduced or updated in 2025 – a 14% increase from the previous cycle.

The report updates on action taken under 10YFP and its programmes to support SCP, including on sustainable public procurement, accelerating circularity in the built environment, consumer information, sustainable lifestyles and education, sustainable food systems, and sustainable tourism.

The key messages for the consideration of the HLPF and the UN General Assembly (UNGA) are:

  • Sustainable public procurement is a practical lever to reshape markets and help value chains meet sustainability requirements;
  • Scaling digital product content transparency and credible product information, including through digital solutions, builds informed fair, competitive, and trustworthy markets;
  • Social and economic benefits from the integration of SCP and circularity into climate strategies, biodiversity plans, procurement reforms, and economic modernization agendas are becoming more evident;
  • Taken together, the three levers of efficient public spending, transparent markets, and SCP as a coherent approach to the triple environmental crisis illustrate how 10YFP supports responsible and competitive development; and
  • Responsible investments, aligned with SCP and circularity and broadened partnerships, are required.
