UNECE Holds Seminar on Policy Reforms for Clean Energy

The second seminar on policy reforms to promote energy efficiency and renewable energy investments was part of the 16th Session of the Ad Hoc Group of Experts on Energy Efficiency Investments for Climate Change Mitigation.

29 October 2010: As reported in the Weekly newsletter of the UN Economic Commission for Europe (UNECE) for the period 25-29 October 2010, UNECE held the second seminar on policy reforms to promote energy efficiency and renewable energy investments on 20-22 October 2010 in Geneva, Switzerland.

The seminar was part of the 16th Session of the Ad Hoc Group of Experts on Energy Efficiency Investments for Climate Change Mitigation, which also took place from 20-22 October at the same venue. Seminar participants discussed the recommendations of the study “Regional Analysis of Policy Reforms for Energy Efficiency and Renewable Energy Investments” and their implementation in the 12 countries participating in the project Financing Energy Efficiency and Renewable Energy Investments for Climate Change Mitigation (FEEI), namely: Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Kazakhstan, Republic of Moldova, Romania, Russian Federation, Serbia, the former Yugoslav Republic of Macedonia, and Ukraine. Delegates exchanged views on the ways to overcome existing barriers, stressing the urgent need for capacity building for local project developers on criteria and requirements for preparation of bankable energy efficiency and renewable energy project proposals and ways for measurement and verification of savings from these projects.

Delegates also discussed a public-private partnership investment fund for energy efficiency and renewable energy projects, noting problems with financing relatively small projects and requirements for the expertise of the investment fund manager. [UNECE Weekly Newsletter] [Meeting Webpage]
