The co-chairs of the Informal Ad Hoc Working Group on the Mandate Implementation Review of the UN80 reform initiative circulated, and Member States made general statements on, a revised draft resolution. The Group is expected to conclude its work on 24 March 2026, followed by the adoption of the final resolution by the UN General Assembly (UNGA) on 31 March.
During an oral briefing on 25 February, Permanent Representative of Jamaica Brian Wallace and Permanent Representative of New Zealand Carolyn Schwalger updated Member States on progress.
UN Under-Secretary-General for Policy Guy Ryder updated Member States on four areas of actions by the Secretary General outlined in the mandate implementation review report, aiming to: enhance support to mandate visibility and design; improve reporting; improve mandate delivery management; and establish more effective review mechanisms for UN system results.
The co-facilitators outlined the changes they made to the zero draft resolution, based on the feedback Member States provided, with respect to structure, language, and specific sections of the draft. “We remain resolute in our aim to reach the highest possible level of ambition and convinced that this objective is achievable,” they stated.
Titled, ‘Mandate Creation, Implementation and Review for an Efficient and Effective United Nations,’ the revised draft resolution opens with a preamble that, inter alia, reaffirms the UN Charter and its principles. Its operative part includes a set of principles to be applied throughout the mandate lifecycle as well as specific provisions on mandate creation, implementation, and review. The draft also contains sections on system-wide coordination and coherence and on next steps.
Based on the revised draft, the Informal Ad Hoc Working Group on the Mandate Implementation Review would continue as the Working Group on Mandate Reform, to conclude its work by the end of the UNGA’s 81st session. Among other actions, this working group would develop: a toolkit to support Member States decision making across the mandate lifecycle; criteria to guide decisions on the renewal, adaptation, merger, replacement, or retirement of mandates; and modalities to guide review of the existing stock of mandates.
