6 December 2010: The Pacific Islands Forum Secretariat (PIFS) has announced the establishment of a Project Management Unit to manage and monitor the PALM 5 Pacific Environment Community (PEC) Fund. The US$67 million Fund, contributed by Japan, allocates each Forum island country (FIC) with US$4 million for projects in solar power generation and seawater desalination.

According to PIFS, in addition to the Project Management Unit, a Joint Committee also was established, comprised of PIFS and representatives. The Joint Committee provides oversight and makes decisions on implementation of the Fund. Under the Project Procedures approved by the Joint Committee, the Project Management Unit assists the Forum Secretariat to manage, monitor and disburse the funds, as agreed to with the Government of Japan. In addition, a Technical Advisory Group (TAG) has been established to assist the Secretariat in providing technical and evaluative assessment of concept notes and project proposals for consideration by the Joint Committee.
