Mitigation and MRV Partnership Discusses ADP Concepts

The 12th meeting of the International Partnership on Mitigation and MRV (monitoring, reporting and verification) met under the theme 'Demystifying key concepts of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP),' in Warsaw, Poland, on the sidelines of the 19th session of the Conference of the Parties (COP 19) to the UNFCCC.

Partnership on Mitigation and MRV18 November 2013: The 12th meeting of the International Partnership on Mitigation and MRV (monitoring, reporting and verification) met under the theme ‘Demystifying key concepts of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP),’ in Warsaw, Poland, on the sidelines of the 19th session of the Conference of the Parties (COP 19) to the UNFCCC.

The meeting, which took place on 17 November, focused on key concepts emerging from the climate negotiations related to mitigation and MRV. Participants discussed: commitments for all countries in the context of the 2015 agreement; ex ante and ex post transparency requirements; the way forward for raising ambition to reach and maintain the global goal; and how to judge individual mitigation efforts of countries given differing national circumstances. A session was also held on strategic priorities and needs concerning future activities of the Partnership, such as implementation of the MRV-package, ex ante transparency rules, and linking national effort with the international debate.

The meeting acknowledged that the Partnership is a good platform for informal and honest exchange, which delivers important input for work on pre- and post-2020 commitments. Participants agreed that the approach of linking negotiators and practitioners, on the one hand, and the national and international levels, on the other, is important and should be maintained in the future. The session was co-chaired by Alf Wills (South Africa), Jechul Yoo (Republic of Korea) and Karsten Sach (Germany). Sixty partners from approximately 27 countries, as well as representatives from think tanks, participated in the discussion.

The Partnership, launched within the framework of the Petersberg Climate Dialogue by South Africa, the Republic of Korea and Germany in May 2010, supports a practical exchange on mitigation-related activities and MRV between developing and developed countries.
