Member States Begin Second Additional Session on FfD 3 Outcome

Opening the second additional session of the Preparatory Process for the Third International Conference on Financing for Development (FfD 3), Co-Facilitator George Talbot, Permanent Representative of Guyana, highlighted the "enormous" amount of work to be accomplished by delegations in order to reach agreement on the outcome document of the Conference by 19 June.

FfD 3 will take place in Addis Ababa, Ethiopia, from 13-16 July 2015, and the Co-Facilitators indicated they are aiming for a "clean text in Addis."

The second additional negotiating session is taking place in New York, US, on 26-29 May 2015. A third additional session is expected to take place on 1-5 June 2015, followed by the final drafting session from 15-19 June 2015.

Co-Facilitator Geir Pedersen, Permanent Representative of Norway, noted that Member States had been provided with a version of the draft outcome document showing their comments given at the first additional session, which took place from 12-15 May 2015.

South Africa for the Group of 77 and China: said the Group would need time to coordinate during the session; expressed hope that the draft outcome will continue to build on the Monterrey Consensus and Doha Declaration (the outcomes of FfD 1 and FfD 2); and requested keeping agreed text on a projection screen.

Addressing the Co-Facilitators, the European Union (EU) said “we support your leadership,” and expressed hope that the draft will include proposals from the Co-Facilitators “at some stage.”

After these initial remarks, Talbot suspended the meeting for several hours to allow further coordination within and among groups. When the session resumed in the afternoon, delegations began a paragraph-by-paragraph reading of the document, covering the first five paragraphs.
