1 September 2017: The Regional Dialogue on Nationally Determined Contributions (NDCs) for Latin America provided a forum to discuss how implementation of the Paris Agreement on climate change can ensure a global transition to a resilient, low-carbon economy.
The dialogue discussed ways to ensure successful implementation of NDCs through coordinating efforts in the public and private sectors, and translating them into concrete policies, programmes and projects.
Participants highlighted adaptation as a regional priority. They identified regional opportunities in the energy sector, including climate finance, and pathways for integrating gender considerations into climate action.
The Regional Dialogue on NDCs for Latin America was the first in the fourth series of Regional Dialogues on NDCs.
Underscoring the need to identify current investments and expenditures in order to reveal any discrepancy with the proposed NDCs, participants outlined four strategies for NDC implementation: mobilizing new resources; realigning existing resources with NDC priorities; implementing cost effectiveness measures to deliver better; and investing today in precautionary measures to reduce future costs.
Hosted by the Government of Ecuador, and co-organized by the UN Development Programme (UNDP), the UNFCCC Secretariat, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the Center for Clean Air Policy (CCAP), the Partnership on Transparency in the Paris Agreement, and the NDC Partnership, the dialogue took place in Quito from 30 August to 1 September 2017. The European Commission and the Governments of Germany, Japan and Norway provided funding for the event.
The dialogue brought together approximately 140 representatives of government, the private sector and multilateral and bilateral organizations. It was the first in the fourth series of Regional Dialogues on NDCs. The Regional Dialogue on NDCs for Africa is scheduled to convene in Rabat, Morocco, from 26-28 September 2017.
