IEA Publishes Handbook and Report on Energy Efficiency Governance

The report and handbook aim to provide government officials and stakeholders with guidance on establishing effective structures to promote energy efficiency, focusing on the importance of developing legal, institutional, funding and coordination mechanisms to support national and sub-national energy efficiency policy implementation.

17 December 2010: The International Energy Agency (IEA) has published a final report and handbook resulting from its global Energy Efficiency Governance study.

The two publications aim to provide government officials and stakeholders with guidance on establishing effective structures to promote energy efficiency, focusing on the importance of developing legal, institutional, funding and coordination mechanisms to support national and sub-national energy efficiency policy implementation.

Specifically, the report “Energy Efficiency Governance,” elaborates on trends, questions and goals for better incorporating energy efficiency in governance structures in three overarching areas: enabling frameworks; institutional arrangements; and coordination mechanisms. The report contains literature reviews, discussions of states of affairs, and outlines of current practices, pulling from case studies in 70 countries. The companion piece, the “Energy Efficiency Governance Handbook,” covers the same issues areas but aims at providing energy efficiency practitioners, government officials and stakeholders with information relevant to the development of comprehensive and effective energy efficiency governance mechanisms.
