ICAO, IMO Report to SBSTA on Aviation and Maritime Fuel Emissions

The UNFCCC Secretariat has issued a document (FCCC/SBSTA/2015/MISC.5) containing the submissions of the International Civil Aviation Organization (ICAO) and International Maritime Organization (IMO) to the Subsidiary Body for Scientific and Technological Advice (SBSTA).

ICAO and IMO submitted the reports, which focus on emissions from fuel used for international aviation and maritime transport, at the request of SBSTA at its 42nd session (SBSTA 42).

ICAO-IMO24 November 2015: The UNFCCC Secretariat has issued a document (FCCC/SBSTA/2015/MISC.5) containing the submissions of the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) to the Subsidiary Body for Scientific and Technological Advice (SBSTA). ICAO and IMO submitted the reports, which focus on emissions from fuel used for international aviation and maritime transport, at the request of SBSTA at its 42nd session (SBSTA 42).

ICAO’s report highlights global aspirational goals in the aviation sector of annually improving fuel efficiency by 2% and maintaining carbon dioxide (CO2) emissions at 2020 levels in the post-2020 period (carbon neutral growth from 2020). The report outlines the efforts ICAO has been undertaking to support its member States in working toward these goals, such as: air traffic management modernization; accelerated use of fuel-efficient aircraft technologies; the development and deployment of sustainable alternative fuels; developing a global CO2 certification standard for aircraft; working toward a global market-based measure scheme for international aviation; and capacity building and assistance in the form of regional seminars and provision of guidance and tools.

The report from IMO describes current work on: guidelines for ensuring uniform implementation of the energy efficiency regulations for ships; technical cooperation and capacity building for effective implementation and enforcement worldwide of these regulations, which entered into force on 1 January 2013; the development of a data collection system for fuel consumption of ships; and the implementation of a resolution on the ‘Promotion of technical cooperation and transfer of technology relating to the improvement of energy efficiency of ships’ (MEPC.229(65)).

The two reports will be considered under the agenda item on methodological issues under the Convention by SBSTA 43, which will be held from 1-4 December 2015 in conjunction with the 21st session of the Conference of the Parties (COP 21) to the UNFCCC in Paris, France.
