3 June 2009: The Group on International Aviation and Climate Change (GIACC) of the International Civil Aviation Organization (ICAO) has released a report outlining steps to address climate change and aviation. The report recommends a global aspirational goal of 2% annual improvement in fuel efficiency of aircraft involved in international aviation.

The action plan developed by the GIACC takes into account the principle of common but differentiated responsibilities and respective capabilities enshrined in the UNFCCC and the principles of non-discrimination and equal and fair opportunities to develop international aviation contained in the Convention on International Civil Aviation, the ICAO charter. To assist States in achieving the recommended goals, the Group proposes measures covering: aircraft-related technology development; improved air traffic management and infrastructure use; more efficient operations; economic/market-based measures; and regulatory measures. The report will be reviewed by the Council of ICAO before being submitted to a High-level Meeting on International Aviation and Climate Change to be held in October 2009. [ICAO Press Release]
