April 2018: The Global Partnership for Effective Development Co-operation (GPEDC) has launched a dashboard that showcases results from the Partnership’s 2014 and 2016 monitoring rounds, in addition to other comparable data. The GPEDC is a multi-stakeholder platform that aims to enhance the “effectiveness of development efforts by all actors,” in contribution to the SDGs.

The Partnership’s monitoring initiatives track progress on countries’ commitments, with the goal of spurring dialogues and increasing the use of evidence in decision-making. The dashboard tool enables users to view country-specific results, compare data across countries and regions, and examine progress and trends in different areas of development cooperation over time.

The GPEDC monitoring framework collects data on ten indicators that review progress on internationally agreed development cooperation principles, including country ownership, a focus on results, inclusive partnerships, and transparency and mutual accountability. The indicators track the extent to which development partners use countries’ own results frameworks and evaluation processes, civil society is engaged, and disbursements are reliably transferred. They also look at whether aid is untied, and whether partner countries’ legislatures oversee development funding, track public allocations for gender equality or conduct mutual reviews with development partners.

Data from 2016 were collected from 81 low- and middle-income countries (LICs and MICs), 125 development partners and 74 development organizations, in contribution to global monitoring of SDG targets 5.c (public allocations for gender equality), 17.15 (respecting countries’ policy space) and 17.16 (monitoring multi-stakeholder partnerships for development effectiveness). The Dashboard also collects and features data from the 2005, 2007 and 2010 Paris Aid Effectiveness monitoring process, enabling analysis of historical trends. New data will be added in late 2018, following completion of the third biennial monitoring process.

Partner countries are able to use the Monitoring Dashboard to prioritize efforts aiming to increase development cooperation effectiveness and identify where further efforts are needed. Development partners are able to compare performance against similar partners to benchmark efforts, review their own historical performance at country level, and assess whether attention should be paid in other areas.

The Monitoring Dashboard supports the Global Partnership Monitoring 2.0 strategy, which follows three tracks: 1) strengthen the current monitoring framework; 2) adapt monitoring to new challenges; and 3) reinforce country-level monitoring. The strategy contributes to the outcomes of the Second High-level Meeting of the Global Partnership for Effective Development Cooperation, which took place in Nairobi, Kenya, in 2016.
