Draft GPEDC Outcome Released for Public Comment

Ahead of the Second High-Level Meeting of the Global Partnership for Effective Development Co-operation (GPEDC), a draft of the outcome document has been released for public comment.

The online consultation is open from 11 October-15 November 2016.

The High-level Meeting will address development cooperation under Sustainable Development Goal (SDG) 17 on partnerships for implementing the SDGs.

11 October 2016: Ahead of the Second High-Level Meeting of the Global Partnership for Effective Development Co-operation (GPEDC), a draft of the outcome document has been released for public comment. The online consultation is open from 11 October-15 November 2016.

GPEDC 2 will convene in Nairobi, Kenya, from 28 November-1 December 2016, bringing together representatives of national and sub-national governments with heads of businesses and organizations. The High-level Meeting will address development cooperation under Sustainable Development Goal (SDG) 17 on partnerships for implementing the SDGs. Its aims also include: taking stock of implementation of development effectiveness principles and commitments; providing a “learning space” on development effectiveness, including to showcase successful examples of cooperation; identifying innovative approaches to sustainable development that can be scaled up; and positioning the GPEDC to contribute effectively to implementation of the SDGs and the Addis Ababa Action Agenda (AAAA) on financing for development.

The draft outcome document recommends actions to improve the effectiveness of development cooperation, ways to ensure “leaving no one behind,” and multi-stakeholder approaches to maximizing the contribution of development practitioners. Subtitled ‘Towards an Inclusive and Accelerated Implementation of the 2030 Agenda for Sustainable Development and Effective Development Cooperation,’ the document expresses commitment to urgent action in line with four principles: country ownership; focus on results; inclusive partnerships; and transparency and accountability. Macharia Kamau, Permanent Representative of Kenya to the UN, and previously the co-facilitator of the intergovernmental negotiations on the 2030 Agenda for Sustainable Development, is serving a chief negotiator of the GPEDC outcome document.

The online consultation is being facilitated by three moderators: Lidia Fromm Cea, Executive Director of the Mesoamerican Integration and Development Project; Debapriya Bhattacharya, Centre for Policy Dialogue; and Meja Vitalice, Reality of Aid Africa Network. On 11 October 2016, the Permanent Mission of Kenya to the UN in New York organized a briefing of Member States on the forthcoming Nairobi meeting. A development partners’ conference convened in Vienna, Austria, from 29-30 September 2016. Partners considered the preliminary findings of the GPEDC’s 2016 monitoring report, which reports feedback from over 125 development partners on partnerships and performance.
