APA, SBI, SBSTA Agendas for Bonn Climate Change Conference Released

The SBI is expected to address, among other things, the NDC registry and the adaptation communication registry under the Paris Agreement, the Koronivia joint work on agriculture, and gender and climate change.

The SBSTA will address, among others, cooperative approaches and support to developing countries under the Paris Agreement, and the local communities and indigenous peoples platform.

26 February 2018: The UNFCCC Secretariat has published the provisional annotated agendas for the 48th sessions of the Subsidiary Body for Implementation (SBI 48) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 48), and the annotated agenda for the fifth part of the first session of the Ad Hoc Working Group on the Paris Agreement (APA 1-5). SBI 48, SBSTA 48 and APA 1-5 will convene during the Bonn Climate Change Conference.

The APA will consider further guidance in relation to the mitigation section of decision 1/CP.21 (Adoption of the Paris Agreement) on: features of nationally determined contributions (NDCs); information to facilitate clarity, transparency and understanding of NDCs; and accounting for NDCs.

The APA is also expected to address, among others, further guidance in relation to the adaptation communication, including as a component of NDCs, and modalities, procedures and guidelines (MPGs) for the transparency framework for action and support. It will also take up matters relating to the global stocktake (GST), including identification of sources of input and development of modalities, and modalities and procedures for the effective operation of the committee to facilitate implementation of and promote compliance under the Paris Agreement. The SBI will discuss, among other things:

  • reporting from and review of developed country Parties;
  • reporting from developing countries;
  • common timeframes for NDCs under the Paris Agreement;
  • development of modalities and procedures for the operation and use of a public registry for NDCs under the Paris Agreement;
  • development of modalities and procedures for the operation and use of a public registry for adaptation communications under the Paris Agreement;
  • review of the modalities and procedures for the clean development mechanism (CDM);
  • implementation of activities in relation to mitigation actions in the forest sector by developing countries; and
  • the Koronivia joint work on agriculture.

The SBI will also discuss development and transfer of technologies, matters related to climate finance, impact of the implementation of response measures, gender and climate change, and implementation of education, training, public awareness, public participation and public access to information to enhance actions under the Paris Agreement. The SBSTA is anticipated to address, inter alia: the Nairobi work programme on impacts, vulnerability and adaptation to climate change; the local communities and indigenous peoples platform; and methodological issues under the Convention and the Kyoto Protocol. It will also consider matters relating to Paris Agreement Article 6 (cooperative approaches), and modalities for the accounting of financial resources provided and mobilized through public interventions in accordance with Paris Agreement Article 9 (support to developing countries).
