UNGA High-level Meeting on Antimicrobial Resistance

The UN General Assembly (UNGA) will hold a high-level meeting in 2024 on antimicrobial resistance, recognizing the importance of addressing increasing antimicrobial resistance (AMR). The meeting will convene during the 79th session of the UNGA General Debate.

AMR is when bacteria, viruses, fungi, and parasites no longer respond to medicines effectively, making it harder to treat infection and increasing the risk of disease spread, severe illness, and death. The UNGA has held several meetings on AMR in recent years. In 2016, the UNGA held a high-level meeting on AMR, which resulted in a political declaration. The ‘Political Declaration of the High-level Meeting of the UNGA on Antimicrobial Resistance’ recognizes that prevention and control of infections in humans and animals are the key to tackling AMR. In 2019, the UN Secretary-General released a report on implementation of the high-level declaration, the Strategic framework for collaboration on AMR of the Quadripartite organizations and the work of the Quadripartite Joint Secretariat on AMR which consolidates their cooperation. In 2021, the UNGA President convened a High-level Interactive Dialogue on Antimicrobial Resistance.

The 2024 high-level meeting will focus on the theme, ‘Investing in the Present and Securing Our Future Together: Accelerating Multi-sectoral Global, Regional, and National Actions to Address Anti-microbial Resistance’. The meeting will feature an opening segment, a plenary segment for general discussion, two multi-stakeholder panels, and a closing segment. The multi-stakeholder panels will address two themes: addressing the urgent AMR crisis across the human, animal, plant, and environmental sectors through equity, access, building awareness, and innovation; and addressing human health, animal health, and agri-food systems and protecting the environment to tackle AMR through surveillance, capacity building, sustainable resources, financing, and investment.

The UNGA President will host the meeting in collaboration with the Quadripartite organizations – the World Health Organization (WHO), the Food and Agriculture Organization of the UN (FAO), the World Organisation for Animal Health (WOAH), and the UN Environment Programme (UNEP), with the support of the Global Leaders Group on Antimicrobial Resistance. 

The meeting is expected to approve a concise, action-oriented political declaration with a shared vision. The declaration will be agreed in advance by consensus through intergovernmental negotiations and is anticipated to consider measurable targets and objectives on mobilizing political will and action at the national, regional, and international levels to address the drivers, sources, and challenges of AMR.
