The Summit of the Future (SoF) Information Clearinghouse issued two reports offering independent, civil society-driven insights into the first year of implementation of the Pact for the Future and its annexes. The reports review progress and offer reflections on stakeholder engagement.

The 2025 Annual Report titled, ‘Pact for the Future Follow-up,’ discusses implementation progress from September 2024 to September 2025 across the Pact’s five chapters and its two Annexes – the Global Digital Compact and the Declaration on Future Generations. It notes achievements and challenges in turning commitments into action. The report offers recommendations for Member States, UN entities, and civil society on strengthening accountability, implementation, and inclusive participation at global, regional, and national levels. It also connects the Pact with the UN80 Initiative, which seeks to improve efficiency, mandate implementation, and financial sustainability across the UN system.

Complementary to this analysis is the Monitoring Report on Stakeholder Engagement and Policy Pathways, which presents findings from the second round of the Stakeholder Mapping Survey with input from more than 100 organizations worldwide. The survey, which aims to “identify and amplify the leadership of civil society actors” engaged in advancing the Pact’s actions, reveals a “cautious but hopeful” sentiment among stakeholders about the Pact’s potential to reform global governance and advance the 2030 Agenda for Sustainable Development and its SDGs. In addition to systemic reforms, the report calls for meaningful participation by youth and civil society, long-term resources, and integration of gender equality, sustainability, and human rights.

Together, these reports reveal opportunities to ensure the Pact – and the UN itself – “move beyond symbolism and deliver practical, inclusive, and accountable implementation frameworks.”

The Summit of the Future Information Clearinghouse is a partnership between the Coalition for the UN We Need (C4UN), Action for Sustainable Development, the Global Governance Innovation Network (GGIN), the International Development Law Organization (IDLO), and the Present and Future Institute (PFI).
