In preparation for the July session of the UN High-level Political Forum on Sustainable Development (HLPF), the UN Secretariat issued a progress report on the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), prepared by the UN Environment Programme (UNEP). The report updates on progress in the implementation of the 10-Year Framework achieved in 2024 and presents key messages for decision makers.

Dated 5 May 2025, the ‘Progress Report on the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns’ (E/2025/64) builds on an annual reporting mechanism for Member States and stakeholders covering the period from January to December 2024.

Outlining the contribution of the 10-Year Framework to the theme of HLPF 2025, the report notes that:

  • Public procurement can lead to more efficient use of public resources while improving social well-being and minimizing environmental impacts;
  • Scaling circular business models can drive innovation for sustainable and competitive production and consumption;
  • Youth employability can be advanced with a new skill set for the jobs of tomorrow; and
  • A circular economy can be integrated and implemented to achieve sustainable consumption and production (SCP) patterns and meet climate, nature, and pollution objectives.

The report updates on Member States’ leadership at the national level to implement the 10-Year Framework under SDG target 12.1 and on actions taken under the 10-Year Framework and its programmes to support SCP, including: the Sustainable Public Procurement Programme; accelerating circularity in the built environment through various initiatives; the Consumer Information for Sustainable Consumption and Production Programme; the Sustainable Lifestyles and Education Programme; the Sustainable Food Systems Programme; the Sustainable Tourism Programme; and a refocused 10-Year Framework secretariat to deliver change at scale for sustainable, competitive, and resilient economies.

The key messages for the consideration of the HLPF and the UN General Assembly (UNGA) are:

  • Reducing inequalities and achieving just transitions for all in progressing towards SCP, including a circular economy, is central to leaving no one behind;
  • The co-benefits of SCP and a circular economy must be further explained, shared, and integrated into decision making and global, regional, and national policy processes; and
  • Member States are encouraged to seize the momentum in closing the gap on SDG target 12.1, reporting ahead of the conclusion of the 2030 Agenda for Sustainable Development.
