The UN Secretariat has released a note stating that the information from the thematic submissions received from the UN Economic and Social Council’s (ECOSOC) functional commissions and other intergovernmental bodies and forums in preparation for the 2025 session of the UN High-level Political Forum on Sustainable Development (HLPF), “is being made available more efficiently through a comprehensive web page.”

Dated 5 May 2025, the document (E/HLPF/2025/4) states that since 2016, the Secretariat has prepared a synthesis of voluntary submissions by functional commissions of the ECOSOC and other intergovernmental bodies and forums for thematic reviews of progress on the SDGs conducted by the HLPF. “In the light of the liquidity situation affecting the regular budget of the United Nations and the related management measures implemented by the Secretary-General, the synthesis of submissions is being discontinued,” it informs.

Instead, the 75 submissions received in advance of HLPF 2025 can be accessed through the HLPF website.

Held on the theme, ‘Advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for leaving no one behind,’ HLPF 2025 will carry out in-depth reviews of SDG 3 (good health and well-being), SDG 5 (gender equality), SDG 8 (decent work and economic growth), SDG 14 (life below water), and SDG 17 (partnerships for the Goals). The Forum will take place from 14-23 July, convening from 14-18 July under the auspices of the ECOSOC, followed by a three-day ministerial segment of the HLPF, from 21-23 July.

The HLPF will adopt an intergovernmentally agreed ministerial declaration, currently available as a “zero draft.” Permanent Representative of the Czech Republic Jakub Kulhánek and Permanent Representative of Saint Vincent and the Grenadines Inga Rhonda King are co-facilitating these negotiations.

In addition, 37 countries will present voluntary national reviews (VNRs) of their implementation of the 2030 Agenda for Sustainable Development at the national level. These are Angola, the Bahamas, Bangladesh, Belarus, Bhutan, Bulgaria, the Czech Republic, the Dominican Republic, El Salvador, Eswatini, Ethiopia, Finland, the Gambia, Germany, Ghana, Guatemala, India, Indonesia, Iraq, Israel, Japan, Kazakhstan, Kyrgyzstan, Lesotho, Malaysia, Malta, the Federated States of Micronesia (FSM), Nigeria, Papua New Guinea (PNG), the Philippines, Qatar, Saint Lucia, Seychelles, South Africa, the Sudan, Suriname, and Thailand. [Publication: Synthesis of Submissions by Functional Commissions of the Economic and Social Council and Other Intergovernmental Bodies and Forums: Note by the Secretariat]
