The co-facilitators of the intergovernmental consultations on the outcome document of the Fourth International Conference on Financing for Development (FfD4) published a roadmap for the negotiations. It is expected that consensus on the outcome document will be achieved by mid-June 2025.

Permanent Representative of Zambia Chola Milambo, Permanent Representative of Norway Merete Fjeld Brattested, Permanent Representative of Nepal Lok Bahadur Thapa, and Permanent Representative of Mexico Alicia Buenrostro Massieu, who co-facilitate the intergovernmental process, circulated a zero draft of the outcome document on 17 January 2025. In a briefing on 22 January, they updated Member States on their proposed vision for the process and a roadmap for the talks. Delegations also had the opportunity to offer initial comments on the zero draft. On 7 February, the co-facilitators held a townhall meeting with stakeholders.

On the agenda for the third session of the FfD4 Preparatory Committee (PrepComm), meeting from 10-14 February, is a paragraph-by-paragraph reading of the zero draft, during which Member States will present comments on the ideas and substance in the document. The co-facilitators will update the draft outcome document based on these comments between 17 February and 7 March, while continuing to engage with delegations and stakeholders. The co-facilitators expect to be able to circulate the amended draft outcome document to Member States the week starting 10 March.

From 10-21 March, the co-facilitators will consult Member State and undertake group consultations on the draft, followed by the first intersessional, featuring: general comments on the draft outcome document by Member States on 24 March; and line-by-line text-based negotiations from 25-28 March and 1-4 April. Informal informals and consultations on the draft will be held from 7-25 April.

The PrepComm’s fourth session will convene in two parts. Part one will be held from 30 April to 1 May, immediately followed by the second intersessional. On 2 May, Member States will offer general comments on the draft outcome document. Line-by-line text-based negotiations will occur from 5-9 May. From 12-23 May, the cofacilitators will hold informal informals and consultations. The third intersessional from 27-30 May will feature line-by-line text-based negotiations.

In mid-June, the fourth session of the PrepComm will reconvene with the aim of reaching consensus on the outcome document. According to the provisional rules of procedure, FfD4 “shall make its best endeavours to ensure that the work of the Conference is accomplished by general agreement (consensus).”

FfD4 is scheduled to convene in Seville, Spain, from 30 June to 3 July 2025.
