March 2011: The Organisation for Economic Co-operation and Development’s (OECD) International Transport Forum has released a Discussion Paper by Stephen Perkins, titled “Green Growth and Transport.”

The paper contains sections on low-carbon vehicles, accelerated vehicle replacement schemes, high-speed rail, congestion changes and indicators and assessments. It introduces various elements of a political economic analysis of these issues within the context of green growth, highlighting features of appropriate policies, consumer behavior and industry needs.

Without attempting to assess best practices, the paper describes current examples of government policies within each section, and highlights recent literature analyzing the effects, loopholes, tensions and lessons resulting from these policies.
