22 February 2018: Africa’s first Nationally Determined Contribution (NDC) Partnership Plan is underway in Uganda. Uganda’s NDC aims to: reduce greenhouse gas (GHG) emissions by 22% by 2030 relative to a business-as-usual scenario; reduce urban and rural vulnerabilities; and increase climate resilience, particularly in agriculture and livestock, forestry, infrastructure, water, energy and health.

Following Uganda’s first official communication to the NDC Partnership and its emphasis on implementation, the NDC Partnership Support Unit conducted a mission to Uganda in August 2017 to follow up on discussions that took place during a ‘Strategic Dialogue on Achieving Uganda’s Climate Goals’ in June 2017. The Support Unit, in consultation with Uganda’s NDC Partnership Focal Points, developed a proposal for support, based on the Strategic Dialogue’s results. The proposal identified 11 support requests and called for two technical advisers to support Uganda’s National Planning Authority and Climate Change Department in implementing the country’s NDC.

By December 2017, the NDC Partnership had consolidated and shared responses, identifying support from six Implementing Partners: the German Agency for International Cooperation (GIZ), the Global Green Growth Institute (GGGI), National Adaptation Plan (NAP) Global Network, the UN Development Programme (UNDP), the World Bank and the World Resources Institute (WRI). This led to the design and implementation of Africa’s first NDC Partnership Plan, which held its inaugural workshop from 30 January-1 February 2018, in Entebbe, Uganda.

The NDC Partnership Support Unit is working with the Government of Uganda and Implementing Partners to facilitate the Plan’s implementation by mid-2018.

During the event, Implementing Partners discussed how their programmes and projects are able to align with support requests that have been formulated through the NDC Partnership. In addition, the Green Climate Fund (GCF) and the African Development Bank (AfDB) provided expertise and insights, and discussions addressed accessing GCF funds and how Uganda can capitalize on the AfDB’s current initiatives. The NDC Partnership Support Unit is now working with the Government of Uganda and Implementing Partners to finalize the Plan and facilitate its implementation by mid-2018.

In October 2016, Uganda joined the NDC Partnership, which aims to enhance international cooperation to support implementation of NDCs under the Paris Agreement by facilitating the transfer of financial and technical resources to countries that need them.
