4 October 2019: The UNFCCC has published the agendas for the Santiago Climate Change Conference, which will convene from 2-13 December 2019 in Chile. The Conference will include the 25th session of the Conference of the Parties (COP 25) to the UNFCCC, the 15th session of the COP serving as the meeting of the Parties to the Kyoto Protocol (CMP 15), the second session of the COP serving as the meeting of the Parties to the Paris Agreement (CMA 2), and the 51st sessions of the Subsidiary Body for Implementation (SBI 51) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 51).
COP 25 will discuss, among other issues: the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (WIM); finance; the joint annual report of the Technology Executive Committee (TEC) and the Climate Technology Centre and Network (CTCN); capacity building; matters relating to least developed countries (LDCs); the forum on the impact of the implementation of response measures; gender and climate change; and the second review of the adequacy of UNFCCC Article 4 (Commitments).
The COP will also consider proposals by Parties for amendments to the Convention, including from: the Russian Federation, to amend Article 4; Papua New Guinea (PNG) and Mexico, to amend Articles 7 (COP) and 18 (Right to Vote); and Turkey, to be removed from Annex I to the Convention, which lists industrialized countries.
CMP 15 will discuss, among other things, developed countries’ reporting and review, including national communications, and the annual report for the second commitment period for Annex B Parties of the Protocol, which lists countries with a quantified emission limitation or reduction commitment. CMP 15 will also address matters relating to: the Protocol’s mechanisms, including the clean development mechanism (CDM) and joint implementation (JI); the Adaptation Fund; the Compliance Committee; and the report on the high-level ministerial roundtable on increased ambition of Protocol commitments.
CMA 2 agenda includes items on: public registries for Nationally Determined Contributions (NDCs) and adaptation communications under the Paris Agreement, and matters relating to Paris Agreement Article 6 (Cooperative Approaches). The CMA will also consider the special needs and circumstances of Parties, including: a proposal from Egypt, on behalf of the African Group, regarding Africa; and a proposal from Honduras, on behalf of the Independent Association for Latin America and the Caribbean (AILAC), regarding developing country Parties that are particularly vulnerable to the adverse effects of climate change.
SBI 51 will address, inter alia: the multilateral assessment working group session under the international assessment and review (IAR) process; facilitative sharing of views (FSV) under the international consultation and analysis (ICA) process; reporting from Annex I and non-Annex I Parties; common time frames for NDCs; scope of the next periodic review of the long-term global goal under the Convention and progress towards achieving it; the Koronivia joint work on agriculture; and national adaptation plans (NAPs). The SBI will also address: the Poznan strategic programme on technology transfer; matters relating to the Adaptation Fund; progress made by the Paris Committee on Capacity-building (PCCB); and the report on activities related to Action for Climate Empowerment (ACE).
SBSTA 51 will discuss, inter alia: matters relating to science and review; the Local Communities and Indigenous Peoples Platform (LCIPP); matters related to Paris Agreement Article 6; annual reports on technical reviews, including on national greenhouse gas (GHG) inventories; and methodological issues under the Convention, including the GHG data interface, common metrics to calculate carbon dioxide (CO2) equivalence of GHGs, and emissions from fuel used for international aviation and maritime transport.
Regarding methodological issues under the Paris Agreement, the SBSTA will address common tables for reporting information, for example, in national inventory reports of anthropogenic emissions by sources and removals, and for tracking progress made in implementing and achieving NDCs. It will also discuss: outlines of the biennial transparency report; procedures and guidelines for the transparency framework for action and support; and training experts participating in the technical expert review.
