Governments are set to begin negotiating the high-level outcome of the July 2022 session of the UN High-level Political Forum on Sustainable Development (HLPF). Italy and Nauru are co-facilitating the intergovernmental consultations on the Ministerial Declaration, to be adopted at the close the HLPF and ECOSOC High-level Segment on 15 July 2022.

On 21 February 2022, the co-facilitators provided UN Member States’ delegations with a roadmap for the negotiation process. According to the roadmap, during the week of 25 February the co-facilitators planned to consult regional groups on their expectations for the process and the outcome document. They then intend to commence an “open, inclusive and transparent” consultation process.

Written general comments to inform the draft outline will be received until 16 March, and a draft outline will be issued on 18 March. Informal consultations will take place on 24 March to review the draft outline, following which the co-facilitators expect to issue a zero draft of the declaration by 7 April.

The co-facilitators also will meet with Major Groups and other Stakeholder representatives in March. 

When the HLPF convenes for its eight-day session (5-7 July and 11-15 July), it will conduct in-depth reviews of five SDGs: Goal 4 (quality education), Goal 5 (gender equality), Goal 14 (life below water), Goal 15 (life on land), and Goal 17 (partnerships for the Goals).

A global online consultation is underway to gather the views of stakeholders on the five SDGs under review in 2022. Input can be submitted by 11 March 2022 through the links at this page. The UN Department of Economic and Social Affairs (DESA) will prepare a summary of key messages expressed through the consultation process. 

DESA is also planning a series of expert group meetings on several of the Goals under review, which are expected to take place April 2022. [Letter from co-facilitators]
