The co-facilitators of the intergovernmental process to review the arrangements for the UN Economic and Social Council (ECOSOC) and the High-level Political Forum on Sustainable Development (HLPF) have submitted the draft resolution to the UN General Assembly (UNGA) for consideration. The UNGA is expected to discuss the resolution at its 88th plenary meeting on 7 June 2024.
On 24 May 2024, UNGA President Dennis Francis circulated a letter from the co-facilitators for the informal consultations – Permanent Representative of Guinea Paul Goa Zoumanigui and Permanent Representative of Latvia Sanita Pavļuta-Deslandes.
In it, the co-facilitators refer to their letter of 22 May 2024 (not publicly available), by which they put under the silence procedure the draft resolution titled, ‘Review of the implementation of General Assembly resolution 75/290 A on the strengthening of the Economic and Social Council and resolution 75/290 B on the High-level Political Forum on Sustainable Development and the follow-up and review of the 2030 Agenda for Sustainable Development at the global level.’
The co-facilitators inform Member States that the silence procedure has not been broken and that the draft resolution has been forwarded to the UNGA.
As per the draft resolution, the thematic focus of the 2025, 2026, and 2027 sessions of the ECOSOC and HLPF shall be:
- For 2025: ‘Advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda and its SDGs for leaving no one behind’;
- For 2026: ‘Transformative, equitable, innovative and coordinated actions for the 2030 Agenda and its SDGs for a sustainable future for all’; and
- For 2027: ‘Scaling up just transitions to achieving sustainable development, poverty eradication and the full implementation of the 2030 Agenda and its SDGs.’
The sets of Goals to undergo in-depth review are, by the text:
- For 2025: Goals 3, 5, 8, 14, and 17;
- For 2026: Goals 6, 7, 9, 11, and 17; and
- For 2027: Goals 4, 10, 12, 15, and 17.
According to the draft resolution, the next review of the ECOSOC and HLPF arrangements will be conducted at the UNGA’s 80th session, “in order to benefit from lessons learned from the previous cycles of the [HLPF] as well as from relevant processes under the General Assembly and the [ECOSOC] related to the follow-up and review of the 2030 Agenda.”
The intergovernmental process on the ECOSOC and HLPF review drew from written and oral inputs provided by Member States and stakeholders over the course of six rounds of informal consultations in 2024.
