Warsaw International Mechanism Reports to COP 21

The Executive Committee of the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (WIM) issued a report on its work to the Conference of the Parties (COP) of the UNFCCC.

The report (FCCC/SB/2015/3) contains information on the Executive Committee's work during and after its first meeting in September 2015.

It also provides recommendations to the COP.

UNFCCC17 November 2015: The Executive Committee of the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (WIM) issued a report on its work to the Conference of the Parties (COP) of the UNFCCC. The report (FCCC/SB/2015/3) contains information on the Executive Committee’s work during and after its first meeting in September 2015. It also provides recommendations to the COP.

The Executive Committee’s first meeting, held from 24-26 September in Bonn, Germany, marked the start of the implementation of the Committee’s first two-year workplan. At the meeting, the Committee discussed: the vision and expectations of the Committee’s work; the implementation of the initial two-year workplan and delivery of activities; arrangements for the operationalization of the WIM; and guidelines for intersessional work. The Committee also agreed on its rules of procedure and decided on the scheduling of its second and third meetings.

On implementing its workplan, the Committee agreed to initiate work on, inter alia: enhancing the understanding of the effects of loss and damage associated with the adverse effects of climate change on vulnerable developing countries and groups; and enhancing data on, and knowledge of, the risks of slow onset events and their impacts.

The recommendations of the Executive Committee, provided to the COP through the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI), include those on nomination of members and election of officers, and resources.

On nomination of members, the Executive Committee recommends that the term of its current members officially end immediately before the Committee’s first meeting in 2018 (for members with a two-year term) or 2019 (for members with a three-year term). On officers, the Committee recommends that the term of the current Co-Chairs end immediately before the Committee’s first meeting in 2017.

On resources, the Executive Committee encourages Parties to make available resources for the implementation of the Committee’s initial two-year workplan, in view of its ambitious nature.

The SBI and SBSTA will be requested to consider the report and recommend draft conclusions or a draft decision for consideration and adoption at the 21st session of the COP, taking place in December in Paris, France.
