UN/ISDR Releases Proposal to UNFCCC for Follow-Up on Bali Action Plan October 2008: The UN International Strategy for Disaster
Reduction (UN/ISDR) has released its proposal in response to the Bali Action
Plan’s call for enhanced action on adaptation through consideration of disaster
risk reduction strategies, risk management and risk transfer mechanisms.

The
proposal is directed to the Chair of the Ad Hoc Working Group on Long-term
Cooperative Action under the UNFCCC (AWG-LCA) and was prepared in consultation
with the Inter-Agency Standing Committee, while inputs were received from a
number of UN Agencies. The paper proposes that parties draw upon the Hyogo
Framework for Action 2005-2015: Building the Resilience of Nations and
Communities to Disasters, in the design and implementation of adaptation
actions. It contains specific proposals pertaining to: national planning for
adaptation; the enhancement of knowledge sharing; the streamlining and scaling
up of financial and technological support; and institutional frameworks for
adaptation. [The
