January 2013: The UN Office for Disaster Risk Reduction (UNISDR) and the Global Facility for Disaster Reduction and Recovery (GFDRR) recently hosted an event titled “Disaster Risk Reduction (DRR) as a Priority for Sustainable Development: Making it Happen in 2015,” at World Bank headquarters in Washington, DC, US.

The interactive event aimed to help World Bank experts better understand efforts to build a consensus around a post-2015 development agenda.

Participants reviewed progress on the Hyogo Framework for Action 2005-2015 (HFA), a ten-year plan to build the resilience of communities and countries to disasters and discussed including a new global DRR framework, “HFA II,” in the post-2015 agenda. Participants also addressed climate change and food security risks within the context of DRR and reflected upon the links between DRR and resilience.

On next steps, Margareta Wahlström, Special Representative of the Secretary-General for Disaster Reduction, recommended creating common standards and precise indicators to enable countries to better measure their progress on DRR. She called for addressing underlying risks such as climate change and food security, and highlighted the role of technology in addressing emerging risks, such as climate adaptation and urban flooding.

A multi-stakeholder consultation process to define the future DRR framework began in 2012 and will continue through 2014. The fourth session of the Global Platform for DRR will be held in Geneva, Switzerland, from 19-23 May 2013. The UN Secretary-General is expected to present a report on progress and a proposed framework to the UN General Assembly (UNGA) in 2014. In 2015, Japan will host the Third World Conference on DRR.

The GFDRR is managed by the World Bank on behalf of the participating donors and other partnering stakeholders. [GFDRR Press Release] [Hyogo Framework for Action 2005-2015] [Post-HFA Consultations] [Post-HFA Timeline]
