unga6915 December 2014: UN Member States have informally agreed on a draft resolution on the ‘Organization of the UN Summit for the adoption of the post-2015 development agenda,’ including on the dates of the Summit. By the resolution, the UN General Assembly (UNGA) would decide that the UN Summit on the post-2015 development agenda will take place on 25-27 September 2015, in New York, US, with the 70th session of the UN General Debate beginning on 28 September.

Ib Petersen, Permanent Representative of Denmark, and Robert Aisi, Permanent Representative of Papua New Guinea, co-facilitated consultations to finalize the draft resolution.

The draft text says the Summit will be convened as a High-level Plenary meeting of the UNGA and include plenary meetings concurrent with interactive dialogues. The rules of procedure and established practices of the UNGA will apply, unless otherwise decided.

It also requests the UNGA President to organize and preside over two days of informal interactive hearings with representatives of Major Groups, civil society and the private sector, before June 2015, and to prepare a summary of the hearings.

On launching the post-2015 development agenda, the UNGA would reaffirm its decision to consider convening a meeting of the High-level Political Forum on sustainable development (HLPF) under the auspices of the UNGA in 2015, to launch the new agenda.

The Resolution would also, inter alia: encourage all UN Member States to participate in the Summit at the head of state or government level; invite the Inter-Parliamentary Union (IPU) to develop and submit a contribution to the Summit; and invite UN funds, programmes and agencies, UN regional agencies, international financial institutions, parliamentarians, the private sector, Major Groups and civil society and other stakeholders to participate in the Summit; and address financing for participation, particularly for the Least Developed Countries (LDCs).

The document includes annexes on: the organization of plenary meetings and establishment of the list of speakers for the Summit; the Summit’s interactive dialogues; the Summit’s informal interactive hearings; and other participants.

The outcome of the Summit – the post-2015 development agenda itself – is the subject of intergovernmental negotiations currently co-facilitated by Macharia Kamau (Kenya) and David Donoghue (Ireland).
