UNGA President Releases Concept Note on Crime Prevention, Sustainable Development

The Office of the President of the UN General Assembly (UNGA) has released a concept note for the high-level thematic debate on ‘Integrating Crime Prevention and Criminal Justice in the Post-2015 Development Agenda.' The note describes the debate's scope, objectives, format and expected outcome, and provided background information on the relationship between crime prevention and sustainable development, including its consideration in the Sustainable Development Goals (SDGs) and UN Secretary-General Ban Ki-moon's synthesis report on the post-2015 development agenda.

unga6910 December 2014: The Office of the President of the UN General Assembly (UNGA) has released a concept note for the high-level thematic debate on ‘Integrating Crime Prevention and Criminal Justice in the Post-2015 Development Agenda.’ The note describes the debate’s scope, objectives, format and expected outcome, and provided background information on the relationship between crime prevention and sustainable development, including its consideration in the Sustainable Development Goals (SDGs) and UN Secretary-General Ban Ki-moon’s synthesis report on the post-2015 development agenda.

The debate will consider how to address social and economic challenges and promote sustainable development through strengthening crime prevention and criminal justice systems, norms and standards while also addressing threats that undermine them, such as corruption, illicit trafficking and corruption. The event, convening on 25 February 2015, will include an opening session and two panel discussions.

The thematic debate is one in a series of high-level debates and events that UNGA President Sam Kutesa is organizing on the post-2015 development agenda. According to the concept note, the event was proposed by the Permanent Missions of Italy, Mexico, Morocco, Qatar and Thailand, and the UN Office on Drugs and Crime (UNODC).

A session on ‘Towards sustainable development: Successes and challenges in implementing comprehensive crime prevention and criminal justice policies’ will address: how criminal justice systems and institutions can address social and economic challenges, including through the incorporation of public policies focused on greater coordination with state institutions; the role of criminal justice institutions, norms and standards in promoting sustainable development; and best practices and experiences in promoting crime prevention and criminal justice systems as agents of development, including the role of the private sector and civil society.

A session on ‘Shaping the Post-2015 Development Agenda: Fostering international cooperation to promote crime prevention and criminal justice policies’ will address: identifying priorities and emerging issues in strengthening crime prevention that will require additional attention in the post-2015 agenda; raising awareness of crime prevention and criminal justice as critical enablers of development and as development ends in themselves; and how to better reflect the needs of women and children in criminal justice policies.

The event will result in a President’s summary, which will also be transmitted to the UN Congress on Crime Prevention and Criminal Justice.
