28 January 2015: UN General Assembly (UNGA) President Sam Kutesa has released a background note and provisional programme for the high-level debate on Means of Implementation (MOI) for a Transformative Post-2015 Development Agenda. The debate will be the first in a series of high-level events on the post-2015 development agenda.

The debate’s plenary session will focus on a renewed global partnership for implementing the post-2015 agenda, and will include introductory remarks by the co-facilitators for negotiations on the post-2015 agenda and for the Third International Conference on Financing for Development (FfD). Guiding questions relate to: actions needed to scale up mobilization of financial resources from all sources; requirements to improve efficiency and effectiveness in the use of available resources for sustainable development; measures to develop a financial architecture that incentivizes the direction of global public and private savings towards sustainable development, including to fill infrastructure investment gaps; options for a technology facilitation mechanism; measures and actions to build and strengthen capacities of developing countries to ensure an effective domestic enabling environment and enhanced ability to implement the post-2015 agenda; development of a common understanding on MOI and FfD; and the contribution of trade to such a partnership.

A panel on ‘Infrastructure development in the post-2015 development agenda and partnerships for realizing the Sustainable Development Goals (SDGs)’ will discuss: measures and strategies to mobilize adequate financing for critical infrastructure investments in energy, transport, education, health, water and sanitation and other sectors; priority actions at multilateral levels to scale-up financing of infrastructure for sustainable development, including actions by public and private actors; and strengthened partnerships to contribute to SDG achievement.

A panel on ‘The role of parliaments, cities and local authorities in the implementation of the post-2015 development agenda’ will address: the role of national parliaments in monitoring and reviewing the implementation of the post-2015 agenda, including commitments on MOI; the contribution of local authorities and cities to the post-2015 agenda through environmental sustainability and socio-economic interventions; actions and measures at the national level to support engagement of parliaments, cities and local authorities in implementing the new development agenda; and measures to address the resources and planning challenges faced by local authorities and cities.
