UNFCCC Updates on NAP Process

The UNFCCC Secretariat has provided an information paper on the National Adaptation Plan (NAP) process.

Based on the information submitted by parties, UN agencies and other international, regional and non-governmental organizations, the paper reviews the measures taken by developing country parties and their partners to advance national adaptation planning.

The paper also gives a progress update, including an overview of financial and technical support received.

UNFCCC26 November 2014: The UNFCCC Secretariat has released an information paper on the National Adaptation Plan (NAP) process (FCCC/SBI/2014/INF.25). Based on the information submitted by parties, UN agencies, as well as other international, regional and non-governmental organizations, the paper reviews the measures taken by developing country parties and their partners to advance national adaptation planning. The paper also provides a progress update, including an overview of financial and technical support received.

According to the paper, as of 19 November 2014, 46 developing countries (the majority of which are Least Developed Countries, or LDCs) had provided information on the measures they have taken in the NAP process. Measures reported include workshops, stocktaking exercises, road map development, vulnerability and risk assessments, work toward monitoring and evaluation systems, and discussions on gap and needs assessments.

Financial and technical support listed in the paper has been directed to many of the above activities. The paper indicates that technical support has taken the form of, inter alia, case studies, guidelines, database creation, training, observation and early warning equipment, efficient irrigation systems and technical reviews.

The Subsidiary Body for Implementation (SBI) may consider the findings at its 41st session, which will take place in December 2014, in Lima, Peru. In addition to submissions, the paper uses information gathered from the NAP Expos (June 2013 and August 2014), the Adaptation Committee’s NAP task force meeting (September 2014) and the sixth national communications (NCs) of 43 Annex I parties.
