The Technology Mechanism, which includes a Technology Executive Committee (TEC) and a Climate Technology Centre and Network (CTCN), was established by COP 16, which took place at the end of 2010, in Cancun, Mexico. The report presents how the criteria for the evaluation have been applied, and highlights the strengths and weaknesses of the proposals, in particular those shortlisted. According to the report, nine proposals were received by the Secretariat from: a consortium of 13 organizations, led by the UN Environment Programme (UNEP); the Research Institute for Petroleum Industry (RIPI), Iran; Det Norske Veritas AS, Norway; the Global Environment Facility (GEF), US; the Technology Information Forecasting and Assessment Council (TIFAC), India; the International Clean Energy Partnership Association (ICEPS e.V.), Germany; South–South Global Assets and Technology Exchange (South–South GATE), China; Instituto Tecnológico de Costa Rica (ITCR), Costa Rica; and the Agency for the Assessment and Application of Technology (BPPT), Indonesia. Of the nine proposals, eight fulfilled the information requirements set out in the call for proposals. The proposal from ICEPS e.V. did not meet the mandatory requirements for information and therefore was not further evaluated by the evaluation panel.

In the report, the evaluation panel, based on the overall technical score of the proposals, and taking into account the value for money ratio, presents a shortlist ranking three proponents for consideration by the Subsidiary Body for Implementation (SBI) at its 36th session, scheduled to take place from 14–25 May 2012, in Bonn, Germany. The first-ranked proponent is the consortium led by UNEP, followed by the second-ranked proponent, the GEF, and the third-ranked proponent, Det Norske Veritas AS.
