25 March 2009: The UNFCCC Secretariat has released three reports related to technology transfer under the Convention. The three notes by the Chair of the Expert Group on Technology Transfer contain advance reports on: the long-term perspective to facilitate the development, deployment, diffusion and transfer of technologies; financing options; and performance indicators.

The note by the Chair of the Expert Group on Technology Transfer containing an advance report on a strategy paper for the long-term perspective beyond 2012, including sectoral approaches, to facilitate the development, deployment, diffusion and transfer of technologies under the Convention (FCCC/SB/2009/INF.1) presents the advance findings of the work by the Expert Group on Technology Transfer as input to the fifth session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA 5). It presents an integrated strategy with a long-term vision, strategic objectives and concrete options, as well as possible implementation approaches.
The note by the Chair of the Expert Group on Technology Transfer containing an advance report on recommendations on future financing options for enhancing the development, deployment, diffusion and transfer of technologies under the Convention (FCCC/SB/2009/INF.2) will serve as input to AWG-LCA 5. It presents the recommendations of the group for future financing options to scale up development and transfer of technologies, based on the analysis of the current situation and estimates of additional financing needs to scale up technology transfer, taking into account existing gaps and barriers.
The note by the Chair of the Expert Group on Technology Transfer containing an advance report on performance indicators to monitor and evaluate the effectiveness of the implementation of the technology transfer framework (FCCC/SB/2009/INF.3) aims to develop and test a balanced and robust set of performance indicators that could be used by the Subsidiary Body for Implementation to monitor and evaluate the effectiveness of the implementation of the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention. The outcome of this work could also provide input to the work of the subsidiary bodies on the following matters: reviewing and assessing the effectiveness of the implementation of Article 4, paragraphs 1(c) and 5, of the Convention; considering the role of new financing mechanisms and tools for scaling up development and transfer of technology; and long-term cooperative action under the Convention.
Final reports of the work on these three issues will be made available for consideration by the Subsidiary Bodies at their 13th session, scheduled to take place in Bonn, Germany, from 1-10 June 2009. [Document INF 1] [Document INF 2] [Document INF 3]
