24 November 2009: The UNFCCC Secretariat has released the report of the individual review of the greenhouse gas (GHG) inventories of Ireland submitted in 2009 (FCCC/ARR/2009/IRL).The report indicates that Ireland’s inventory continues to be prepared and reported generally in line with the Revised 1996 Intergovernmental Panel on Climate Change (IPCC) Guidelines, the IPCC good practice guidance and the IPCC good practice guidance for land use, land-use change and forestry (LULUCF). Amongst other findings, the expert review team (ERT) found that Ireland could improve the transparency of its inventory submission by providing improved documentation of uncertainty analysis, especially for LULUCF, and improved documentation of its quality assurance/quality control. The ERT also found that the party had used data obtained from the EU emissions trading scheme (EU ETS) to estimate emissions from the energy and industrial processes sectors and provided only limited information in the national inventory report (NIR). Ireland’s inventory continues to be generally of a high quality and covers all sectors and most categories. However, the ERT found that completeness could be improved with regard to reporting of a number of non-LULUCF categories, especially those categories for which methods to estimate emissions are available in either the Revised 1996 IPCC Guidelines or the IPCC good practice guidance.[The Report]
