28 November 2012: The UNFCCC Secretariat has published a conference room paper containing a submission from the Philippines to the Ad Hoc Working Group on Long-Term Cooperative Action (AWG LCA) on technology development and transfer to support action on mitigation and adaptation.

In the submission, the Philippines suggest that: the Technology Executive Committee consider issues related to intellectual property rights (IPRs) as they arise in technology transfer; the Climate Technology Centre provide advice and support on technology assessments of new and emerging technologies; and the Climate Technology Centre elaborate its role in identifying currently available climate-friendly technologies for mitigation and adaptation, with emphasis on identifying and facilitating the transfer of such technologies to spur the development of national policies and mechanisms that promote the shift to low-carbon and climate-resilient development.
