29 November 2012: The UNFCCC Secretariat has released a draft decision submitted by 17 countries on arrangements between the Conference of the Parties (COP) and the Green Climate Fund (GCF) (FCCC/CP/2012/CRP.1).

The draft decision calls for arrangements to ensure that the GCF is accountable to and functions under the guidance of the COP, including through receiving and implementing guidance from the COP, and submitting independent evaluations to the COP for further consideration. It also calls for modalities to ensure that funded projects conform with the policies, priorities and eligibility criteria established by the COP, and modalities by which a particular funding decision may be reconsidered in light of guidance provided by the COP. The draft decision further proposes specific arrangements to determine, in a predictable and identifiable manner, the amount of funding necessary and available for the implementation of the Convention.

The following countries requested the submission: Philippines, Malaysia, Thailand, Saudi Arabia, India, China, Sri Lanka, Egypt, Sudan, Iraq, Iran, El Salvador, Nicaragua, Democratic Republic of the Congo, Ecuador, Maldives and Venezuela. The draft decision was submitted under Agenda Item 11(d), matters relating to finance, arrangements between the COP and the GCF, for consideration during the Doha Climate Change Conference.
