23 October 2009: The UNFCCC Secretariat has published several submissions from parties for consideration by the Subsidiary Body on Implementation (SBI).

The submission (FCCC/SBI/2009/MISC.12) from the United Republic of Tanzania on behalf of the G-77/China is on completion of the second comprehensive review of the capacity-building framework in developing countries under the Convention and the Kyoto Protocol. This submission also contains a draft COP decision to be considered by SBI 31. The draft decision suggests that the COP decide, inter alia, that: subsequent comprehensive reviews be undertaken using the performance indicator related to monitoring and evaluation of the capacity-building framework; and an expert group be established to support the Secretariat in developing simple and effective performance indicators for future reviews and to develop and monitor the implementation of the plan of action, taking into account new and emerging needs, particularly those arising from the AWG- LCA process.
The UNFCCC Secretariat has received two submissions from countries (FCCC/SBI/2009/MISC.11) on possible further action on the implementation of Article 4, paragraph 8, of the Convention (adverse impacts and response measures on developing countries) and decisions 5/CP.7 and 1/CP.10, which will be considered by SBI 31 or 32.
Japan’s submission contains sections on, inter alia: the actions and activities addressing the adverse effects of climate change; and examples of activities undertaken by Japan International Cooperation Agency (JICA) relating to adaptation. The submission from the Sweden on behalf of the EU is of the view that significant work has been undertaken on adaptation and in particular to implement the Convention articles and relevant decisions, but much remains to be done to reduce vulnerability and increase resilience in developing countries. The EU suggests that further efforts should be undertaken on issues including: financial resources; vulnerability and adaptation assessments; and risk management and risk reduction.
The UNFCCC Secretariat has also received two submissions from countries (FCCC/SBI/2009/MISC.8) on activities to implement the framework for capacity-building in developing countries under decision 2/CP.7. Sweden, for the EU, has submitted information on activities undertaken to implement the framework for capacity building in developing countries under the Kyoto Protocol and Convention. The submission from Uzbekistan comprises two summary tables for the annual presentation of information on monitoring of activities in the area of the capacity building according to Convention and the Kyoto Protocol. These submissions will be considered by SBI 31.
