The non-paper, which can be used as a tool by parties, contains a set of matrices that provide an overview of proposed institutional arrangements and their functions. These matrices are organized according to the sections of the revised negotiating text and include proposals on new institutional arrangements. This new material does not replace the revised negotiating text but it seeks to provide a useful starting point for further work on the negotiating text during the first session of AWG- LCA 7, which will take place in Bangkok, Thailand, from 28 September-9 October 2009.
