UNFCCC Reports on Capacity Building

The UNFCCC Secretariat has released a report (FCCC/SBI/2015/4) that synthesizes activities undertaken in support of the framework for capacity-building in developing countries.

The document will assist the Subsidiary Body for Implementation (SBI) in its monitoring and evaluation of the framework's implementation and inform discussions at the fourth meeting of the Durban Forum on capacity-building, which will coincide with the 42nd session of SBI in June 2015, in Bonn, Germany.

UNFCCC5 May 2015: The UNFCCC Secretariat has released a report (FCCC/SBI/2015/4) that synthesizes activities undertaken in support of the framework for capacity-building in developing countries. The document will assist the Subsidiary Body for Implementation (SBI) in its monitoring and evaluation of the framework’s implementation and inform discussions at the fourth meeting of the Durban Forum on capacity-building, which will coincide with the 42nd session of SBI in June 2015, in Bonn, Germany.

The document provides an overview of the information submitted by parties on capacity-building, as reported through national communications (NCs), biennial update reports (BURs), biennial reports and various other annual submissions. While relaying the wide variety of efforts addressing a range of needs, the report also notes that non-Annex I parties identified barriers to to the implementation of the capacity-building framework, including a lack of financial resources, obsolete national policy frameworks, insufficient awareness and expertise among policymakers, and a limited number of qualified experts.

Regarding the needs and priorities identified in the capacity-building framework, the document describes progress and/or activities in non-Annex I parties, as well as constraints related to: strengthening or establishing national climate change secretariats or national focal points; building enabling environments; preparing NCs; creating national climate change programmes; maintaining greenhouse gas (GHG) inventories, managing emission databases, and collecting, managing and utilizing activity data and emission factors; assessing vulnerability and adaptation; implementing adaptation measures; implementing mitigation options; carrying out meteorological, hydrological and climatological research; developing and acquiring technology; improving decision-making and participation in negotiations; participating in the Clean Development Mechanism (CDM); providing education, training and raising public awareness; and networking and disseminating information.
