UNFCCC14 November 2014: The UNFCCC Secretariat has released an information note by the co-facilitators of the structured expert dialogue (SED) on the 2013-2015 review, which provides information on the fourth meeting of the SED, scheduled to take place from 2-3 December 2014, in Lima, Peru.

In the note, the SED co-facilitators underscore that after three SED meetings and the consideration of the contributions of all Intergovernmental Panel on Climate Change (IPCC) working groups to the Fifth Assessment Report (AR5) and of some non-IPCC information, they aim to “finish complementing, and start summarizing and conceptualizing” the information already discussed with a view to completing the SED. They explain that SED 4 will be organized as a fact-finding exchange of views between experts and parties, and that experts will be invited not to repeat information already presented at previous SED meetings by the IPCC Working Groups, but rather “focus on information resulting from the distillation and integration of the findings of the Working Groups and of the two Special Reports” that were considered in the preparation of the Synthesis Report (SYR) of the IPCC’s AR5.

The note further indicates that SED 4 will consist of two parts that will address the two themes of the 2013-2015 review in a balanced manner. The two themes of the review are: the adequacy of the long-term global goal in the light of the ultimate objective of the Convention (theme 1); and overall progress made towards achieving the long-term global goal, including a consideration of the commitments under the Convention (theme 2).

Part 1, on 2 December, will focus on the SYR, and Part 2, on 3 December, will feature presentations by experts from UN organizations and intergovernmental organizations on: the mitigation and adaptation gaps; food production and security; the assessment of the health impacts of climate change and mitigation co-benefits; how to set the price of carbon; and the world energy outlook and technology perspectives.
