7 November 2013: The UNFCCC has released documents for consideration in discussions during the upcoming session of the Subsidiary Body for Scientific and Technological Advice (SBSTA) to be held in Warsaw, Poland, from 11-22 November 2013.

An information document containing the report on the workshop on the revision of review guidelines for developed countries (FCCC/SBSTA/2013/INF.14) includes exchanges and conclusions addressed during the workshop for consideration by the SBSTA. The workshop intended to provide participants with the chance to discuss the scope, structure, timing, outline and other key elements of the review guidelines and to draft the guidelines for the review of biennial reports and national communications for developed countries.

The addendum to the views on specific possible additional land use, land-use change and forestry (LULUCF) activities and specific alternative approaches to addressing the risk of non-permanence under the clean development mechanism (CDM) (FCCC/SBSTA/2013/MISC.18/Add.1) includes submissions from Nepal on behalf of the least developed countries (LDCs). The LDC Group recommends that SBSTA give consideration to the buffer backed by a guarantee approach as an alternative methodology for addressing the risk of non-permanence in LULUCF project activities under the CDM.

The addendum to the miscellaneous document containing parties’ views on the current state of scientific knowledge on how to enhance the adaptation of agriculture to climate change impacts while promoting rural development, sustainable development and productivity of agricultural systems and food security, particularly in developing countries (FCCC/SBSTA/2013/MISC.17/Add.2), contains a submission presented by Argentina. It suggests some issues that could be studied in the SBSTA, including the development of early warning systems and contingency plans; risk and vulnerability assessments of agricultural systems to extreme events; and impact assessment of climate change on pests and diseases.
