UNFCCC Releases Provisional Agendas for Paris Conference

The UNFCCC Secretariat has released the provisional agendas for: the 21st session of the Conference of the Parties (COP 21) to the UNFCCC; the 11th session of the COP serving as the Meeting of the Parties to the Kyoto Protocol (CMP 11); and the 43rd sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA 43) and of the Subsidiary Body for Implementation (SBI).

The meetings are taking place from 30 November to 1 December 2015, in Paris, France.

UNFCCC11 September 2015: The UNFCCC Secretariat has released the provisional agendas for: the 21st session of the Conference of the Parties (COP 21) to the UNFCCC; the 11th session of the COP serving as the Meeting of the Parties to the Kyoto Protocol (CMP 11); and the 43rd sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA 43) and of the Subsidiary Body for Implementation (SBI). The meetings are taking place from 30 November to 1 December 2015, in Paris, France.

The COP 21 and CMP 11 agendas indicate that some of the organizational and procedural items may be taken up on Monday, 30 November, or Tuesday, 1 December 2015, depending on the scenario for a Leaders Event to be held with the participation of Heads of State or Government on 30 November.

COP 21 has on its provisional agenda, inter alia: the adoption of a protocol, another legal instrument, or an agreed outcome with legal force under the Convention applicable to all Parties; consideration of proposals under Article 17 (Protocols) of the Convention; the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts; development and transfer of technologies and implementation of the Technology Mechanism; the 2013–2015 review; matters relating to finance; capacity building under the Convention; and gender and climate change.

CMP 11 has on its provisional agenda, among other things: issues relating to the Clean Development Mechanism (CDM) and Joint Implementation (JI); clarification of text from the Doha Amendment to the Kyoto Protocol, particularly regarding information to be used to determine the “average annual emissions for the first three years of the preceding commitment period”; and capacity building under the Kyoto Protocol.

SBSTA 43 will address, inter alia: the Nairobi work programme on impacts, vulnerability and adaptation to climate change; issues relating to agriculture; matters relating to science and review, including the 2013-2015 review; impacts of the implementation of response measures; and market and non-market mechanisms under the Convention.

The SBI will address, inter alia: the outcome of the first round of the international assessment and review (IAR) process (2014–2015); the summary reports on the technical analysis of biennial update reports (BURs) of Parties not included in Annex I to the Convention; matters relating to the Kyoto mechanisms; matters relating to the least developed countries (LDCs); national adaptation plans (NAPs); and the Poznan strategic programme on technology transfer.
