17 May 2010: The UNFCCC Secretariat has released the Chair’s text to facilitate negotiations among parties at the tenth session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) to be held in Bonn, Germany, from 1-11 June 2010 (FCCC/AWGLCA/2010/6).

Parties agreed at the ninth session of the AWG-LCA to give the Chair the mandate to prepare a text drawing on the report of the AWG-LCA presented to the 15th session of the Conference of the Parties (COP), as well as work undertaken by the COP on the basis of that report and submission from parties containing additional views. The text maintains the general structure of the work of the AWG-LCA presented to the COP with a combination of thematic decisions and a broad decision covering: a shared vision; provisions on mitigation and finance; and reference to the thematic decisions.
The UNFCCC Secretariat has also published the AWG-LCA scenario note (FCCC/AWGLCA/2010/5) in preparation for AWG-LCA 10, which will convene in conjunction with the 12th session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP). In the scenario note, the Chair notes the need to further advance operational aspects of negotiation text, highlighting that many of the unresolved issues are interdependent and affect multiple thematic areas. She suggests attention be paid to the relationship of proposed institutional arrangements for adaptation, mitigation, technology and capacity building with the arrangements for financial support. She proposes that in areas related to mitigation, finance and measurement, reporting and verification (MRV) of action and support that cannot be resolved, the AWG-LCA should identify a limited set of political choices.
The Chair outlines milestones that may include: initial discussion on central operational questions; mutually agreeable ways of proceeding; advancing text in drafting groups with clearly defined and time-bound tasks; and identifying a limited set of political choices.
