UNFCCC Releases AWG-KP Chair’s Draft Proposal

The AWG-KP Chair's draft proposal includes draft COP/MOP decisions on amendments to Kyoto Protocol, LULUCF, emissions trading and flexibility mechanisms, and potential consequences.

5 November 2010: The UNFCCC Secretariat has published a draft proposal (FCCC/KP/AWG/2010/17) by the Chair of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) to facilitate preparations for negotiations.

The document consists of draft decisions from the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP) on: amendments to the Kyoto Protocol pursuant to its Article 3, paragraph 9; land use, land-use change and forestry (LULUCF); emissions trading and the project-based mechanisms; greenhouse gases (GHGs), sectors and source categories, common metrics to calculate the carbon dioxide equivalence of anthropogenic emissions by sources and removals by sinks, and other methodological issues; and consideration of information on potential environmental, economic and social consequences, including spillover effects, of tools, policies, measures and methodologies available to Annex I parties.

The UNFCCC Secretariat has also published submissions (FCCC/KP/AWG/2010/MISC.7) from Japan, Saudi Arabia and Sri Lanka on views on the draft proposal by the Chair to facilitate preparations for negotiations as per (FCCC/KP/AWG/2010/14, para. 22).
