UNFCCC Releases ADP Report from Doha

The UNFCCC Secretariat has released the report of the second part of the first session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) (FCCC/ADP/2012/3), which was held in December 2012, in Doha, Qatar.

The report indicates that during the session, the ADP continued exchanges of views under a roundtable setting and agreed to hold a number of meetings during 2013.

UNFCCC7 February 2013: The UNFCCC Secretariat has released the report of the second part of the first session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) (FCCC/ADP/2012/3), which was held in December 2012, in Doha, Qatar. The report indicates that during the session, the ADP continued exchanges of views under a roundtable setting and agreed to hold a number of meetings during 2013, with the aim of advancing its substantive discussions on a 2015 agreement and raising ambition in the post-2012 period.

Under its workstream 1 (2015 agreement), the ADP considered, inter alia: how the Convention principles will apply in the new agreement; how national circumstances should be considered; how the new agreement will be applicable to all in practice; and ways to incentivize full and ambitious participation. The ADP invited parties and observers to present, by 13 March 2013, submissions on matters related to the work of the ADP, including mitigation, adaptation, finance, technology transfer, addressing, among other things, the application of the Convention principles, building on lessons from other processes, and scope and structure of the 2015 agreement.

Under its workstream 2 (post-2012 ambition), the ADP addressed, among other issues: how additional and supplementary international and national actions can be strengthened, encouraged and supported by the Convention; and the role of means of implementation in increasing ambition. The ADP also invited parties and observers to submit information on initiatives and options to enhance ambition, with a particular focus on 2013.
