UNFCCC Releases ADP Co-Chairs’ Summary on Post-2012 Ambition Roundtable

The UNFCCC Secretariat has released a note by the Co-Chairs of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP), Jayant Moreshver Mauskar (India) and Harald Dovland (Norway), containing an informal summary of the roundtable on ADP's workstream 2 (on the issues concerning raising level of ambition for the the post-2012 regime), which took place in December 2012, in Doha, Qatar.

UNFCCC7 February 2013: The UNFCCC Secretariat has released a note by the Co-Chairs of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP), Jayant Moreshver Mauskar (India) and Harald Dovland (Norway), containing an informal summary of the roundtable on ADP’s workstream 2 (on the issues concerning raising level of ambition for the the post-2012 regime), which took place in December 2012, in Doha, Qatar.

In Doha, Workstream 2 addressed, inter alia, strengthening of additional and supplementary actions to current parties’ pledges under the Convention; the role of means of implementation in increasing ambition; and how to take the work forward. Discussions acknowledged that three approaches can contribute for parties to increase their level of ambition: increasing the ambition of existing developed countries pledges; increasing the number of countries making pledges and nationally appropriate mitigation actions (NAMAs); and recognizing cooperative initiatives at different levels. Many parties stated that supplementary actions should not replace actions under the Convention, and stressed the need for assessing the mitigation pledges made under the Convention and their implementation.

On the work forward, discussions addressed, among other proposals: submissions by parties and observers; preparation of a synthesis report by the Secretariat; a series of in-session workshops beginning in 2013; regular high-level engagement through, inter alia, a world leaders’ summit or a ministerial forum; and the preparation of an annual synthesis report based on submissions on international cooperative initiatives. Proposals also included the preparation of a technical paper by the Secretariat on mitigation benefits of actions, initiatives and options to enhance mitigation ambition, as proposed by some parties, and on barriers, incentives and cost-benefits of mitigation options, as proposed by other parties.
