UNFCCC Releases ADP 2-5 Report

The UNFCCC Secretariat has published the report of the fifth part of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action on (ADP 2-5), held from 4-14 June 2014, in Bonn, Germany.

The document (FCCC/ADP/2014/2) contains summaries of proceedings and discussions under the five agenda items of the ADP, as well as two annexes containing documents and informal notes prepared for or considered by ADP 2-5.

UNFCCC30 September 2014: The UNFCCC Secretariat has published the report of the fifth part of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action on (ADP 2-5), which was held from 4-14 June 2014, in Bonn, Germany. The document (FCCC/ADP/2014/2) contains summaries of proceedings and discussions under the five agenda items of the ADP, as well as two annexes containing documents and informal notes prepared for considered by ADP 2-5.

During the opening session (agenda item 1), the ADP Co-Chairs recalled the decision of the 19th session of the Conference of the Parties (COP 19) to accelerate the development of the 2015 agreement and activities under the workplan on enhancing mitigation ambition. The Co-Chairs also drew attention to the recent contributions of the Intergovernmental Panel on Climate Change (IPCC), highlighting the need for enhanced mitigation and adaptation action.

Work on agenda item 3, on implementation of all the elements of decision 1/CP.17 (establishment of the ADP), comprised a contact group, established at ADP 2-4, briefings on the work of the subsidiary bodies (SBs), technical expert meetings (TEMs) and related follow-up activities.

On agenda item 3, the Co-Chairs identified the core objectives of the contact group at ADP 2-5 as: further elaborating the elements for a draft negotiating text; making significant progress towards identifying the information to be included in intended nationally determined contributions (INDCs); and advancing work on pre-2020 ambition through stimulating action on the ground, and developing a common understanding on the options for making further progress.

On the last day of the meeting, the ADP Co-Chairs noted that, while significant progress had been made in the three areas, the ADP still needed to overcome significant challenges. They also noted calls to intensify negotiations based on parties’ inputs, and requests for the Co-Chairs to provide a focus for the negotiations. With an eye on facilitating preparations for ADP 2-6, the Co-Chairs have prepared four documents: a reflection note; a non-paper on inputs from parties on the elements for a draft negotiating text; a revised draft text on INDCs; and a draft text on enhanced pre-2020 climate action. They are further expected to prepare a scenario note in advance of ADP 2-6.

The Co-Chairs also announced their intention to hold TEMs, during ADP 2-6, on action on non-carbon dioxide greenhouse gases (GHGs), and on carbon capture, use and storage (CCUS).

Parties agreed to suspend the ADP’s second session on 14 June. The ADP will resume for the sixth part of its second session (ADP 2-6) on 20 October 2014, in Bonn, Germany.
