UNFCCC Publishes Ukraine’s GHG Inventory Submission Report

The Expert Review Team (ERT) concludes that the inventory submission is complete and Ukraine has submitted a complete set of common reporting format (CRF) tables for the years 1990–2009 and a national inventory report (NIR).

These are complete in terms of geographical coverage, years and sectors, as well as complete in terms of categories and gases.

The ERT makes a number of key recommendations, including that Ukraine should continue to give the national system high priority.

13 January 2012: The UNFCCC Secretariat has published (FCCC/ARR/2011/UKR) the report of the individual review of the annual submission of Ukraine submitted in 2011. In 2009, the main greenhouse gas (GHG) in Ukraine was carbon dioxide (CO2), accounting for 72.8 per cent of total GHG emissions.

The Expert Review Team (ERT) concluded that Ukraine’s inventory submission has been prepared and reported in accordance with the UNFCCC reporting guidelines. The inventory submission was declared complete and Ukraine has submitted a complete set of common reporting format (CRF) tables for the years 1990–2009 and a national inventory report (NIR). These are complete in terms of geographical coverage, years and sectors, as well as complete in terms of categories and gases. Some of the categories, particularly in the energy sector (e.g. military aviation and navigation, natural gas use in the chemical industry) and the industrial processes sector (e.g. natural gas used as feedstock) were not complete, but the missing estimates were provided and resubmitted during the review week. Ukraine’s inventory is generally in line with the Revised 1996 Intergovernmental Panel on Climate Change (IPCC) Guidelines, the IPCC good practice guidance and the IPCC good practice guidance land use, land-use change and forestry (LULUCF) and the ERT commends Ukraine for the improvements made since the last submission.

The ERT makes key recommendations, including that Ukraine should: continue to give the national system high priority; continue to increase transparency across all aspects of the national inventory report and to consider using tabular formats to streamline the presentation of information where appropriate; ensure that estimates are reported for all categories for which an IPCC method exists; develop a consolidated inventory improvement plan that encompasses improvements beyond one year; and improve the accuracy of the key categories by updating country-specific emission factors (EF) or undertaking studies to develop country-specific EFs.
