27 April 2012: The UNFCCC Secretariat has released the report of the centralized review of the 2011 annual submission of Turkey (FCCC/ARR/2011/TUR), which shows that total greenhouse gas (GHG) emissions increased by 97.6% between 1990 and 2009.

The centralized review was undertaken by the Expert Review Team (ERT), which concluded that the preparation and reporting of Turkey’s inventory submission was not fully in accordance with the UNFCCC reporting guidelines. It further concluded that Turkey’s inventory was not complete, as a number of GHG source or sink categories were reported as “not estimated” or “confidential.”

The ERT formulated several recommendations for each sector relating to the completeness, transparency and accuracy of the information presented in Turkey’s inventory submission, including: reporting emissions associated with confidential data in such a way as to ensure both confidentiality and the completeness of the inventory; estimating the emissions from significant livestock; and implementing the plan for the establishment of a permanent working team in the land use, land use change and forestry (LULUCF) sector and reporting the results of projects undertaken.
