24 September 2012: The UNFCCC Secretariat has published a miscellaneous document on activities carried out to implement the framework for capacity building in developing countries under decision 2/CP.7 (FCCC/SBI/2012/MISC.9), which contains the EU’s submission.

The EU’s submission, supported by Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Serbia and Turkey, focuses on sharing experiences and best practices regarding the implementation of capacity building. It states that the EU believes that monitoring and reporting should be done at country level, taking into account the local context.

Among lessons learned, the submission mentions: ensuring ownership by local partners to ensure that capacity building support is demand-driven and appropriate; participation of all stakeholders affected by climate change; and monitoring of capacity-building objectives, results and activities. The submission also includes a set of examples on capacity building and its monitoring, such as: recognizing the role of forests and water resources in climate change adaptation; developing outcome indicators to measure institutional capacity development; and enhancing capacity of National Climate Change Focal Point.

The Conference of the Parties (COP), by decision 4/CP.12, invited Parties to submit to the Secretariat, annually, information on the activities they have undertaken pursuant to decisions 2/CP.7 and 2/CP.10.
